The bill included provisions aimed at preserving consumers’ ability to surf anywhere on the public Internet and use any Internet-related application, software or service, similar to a bill that passed the House of Representatives.

The commission wants to free seven of the present 18 telecoms markets from regulation, including the important markets for providing local, national and international calls to retail customers, according to draft proposals.

CableTec Expo – Getting more bandwidth to the home isn’t a priority. But the particulars on how to do that are being hotly debated.
At the center of the conflict is a proposal to create a DOCSIS (Data Over Cable Service Interface Specification) 2.0b specification. That interim spec would allow cable operators to boost broadband downstream speeds dramatically by bonding together two or three 6MHz channels. This would increase consumer bandwidth to at least 70 Mbit/s downstream and 30 Mbit/s upstream.
The problem? The next full release of the DOCSIS standard – 3.0 – is expected later this year or next year and it calls for many more features, including the ability to bond four or more 6MHz channels. This much bigger technological leap would take more time, but it could potentially increase downstream bandwidth to well over 100 Mbit/s per home.

But several groups and municipalities are crying foul, arguing that the bills give away too many consumer protections to two companies that are almost monopolies.
